Minutes from the Meeteetse Town Council meeting held on January 4, 2012.

Mayor John Abbott called the meeting to order at 7:00 p.m.

Mayor John Abbott led the Council and audience in the Pledge of Allegiance.

 

Present: John Abbott, Mayor;  Mark Smith, Councilman; James D. Yockey, Councilman; Sharon Fech, Councilman;  Ron Kingston, Councilman; Angela R. Johnson, Clerk Treasurer; Ronee Hogg, Deputy Clerk; Dan Talkington, Public Works Dir; and Lee Ruppert, Public Works Asst..

Others Present:   Under Sheriff Ehlers, Deputy Sheriff Wagers, Shane Scott, and Tom Loveland.

Councilman Fech made a motion to approve the minutes of the December 7, 2011, seconded by Councilman Smith.  All voted aye, motion carried.

Councilman Yockey made a motion to approve the payment of bills, seconded by Councilman

Councilman Yockey made a motion to approve the Financial Statements for December 31, 2011, seconded by Councilman Smith.  All voted aye, motion carried.

i.        Safety-   Public Works have been checking the streets and the lights nightly.  The downtown street lights were discussed.  Dan had mentioned solar powered street light and will look into the specifics of these lights.(strength, warranty)

j.        Sewer- The Elkhorn backed up about 1 ½ weeks ago.  Dan suggested calling SSI to see how much it would cost to have the line videoed.

k.      Streets & Alleys- Public Works is trying to keep streets as clear as possible.  They have been out sanding often.  WYDOT has some problems on Hwy 290 with the drains clogged with ice.  They are handling the problem

PLANNING & ZONING COMMISSION:

  1. Variance recommendation – Bobby Jo Long –

The Mayor and Council suggested sending Bobby Jo Long a letter.

Councilman Yockey made a motion to send a letter to Bobby Jo Long stating they will need to apply for a variance at 2024 State Street, which will go before the Planning and Zoning Commission,  seconded by Councilman Smith.  All voted aye, motion carried.

Councilman Yockey made a motion to appoint George Weiser to fill the Planning and Zoning Commission vacancy, seconded by Councilman Smith.  All voted aye, motion carried.

 

OLD BUSINESS:

Wyoming Community Development Council Phase II Community Assessment. – Strategic Plan Meeting February 7, 2011 @ 1:00 pm @ Lucille’s Ferret Den.

 

The Meter House has been fixed.  Public Works will look into sanding and salting the area by the Meter House.

 

NEW BUSINESS:

Councilman Fech made a motion to approve Bank of the West for the Depository, seconded by Councilman Yockey.  All voted aye, motion carried.

Councilman Fech made a motion to approve Wells Fargo, Big Horn Federal, and First National Bank  for the Investments Depositories, seconded by Councilman Yockey.  All voted aye, motion carried.

Councilman Fech made a motion to appoint John A. Abbott, Sharon L. Fech, Angela R. Johnson, and Ronee Hogg as signatories for the Town of Meeteetse Bank Accounts, seconded by Councilman Smith.  All voted aye, motion carried.

Councilman Fech made a motion to approve the Cody Enterprise as the official advertiser for the Town of Meeteetse, seconded by Councilman Smith.  All voted aye, motion carried.

Councilman Yockey made a motion to appoint Councilman Smith as the Town of Meeteetse representative for the Meeteetse Recreation District Board, seconded by Councilman Kingston.  All Councilman Fech, Councilman Kingston, Councilman Yockey voted aye, Councilman Smith abstained motion carried.

Councilman Yockey made a motion to re-appoint Joe Wagers, Byron Bennett, Sherry Long, and Wayne Potas for the Town of Meeteetse Planning and Zoning Commission and Mayor Abbott as the Ex Officio representative, seconded by Councilman Smith.  All voted aye, motion carried.

Councilman Yockey made a motion to appoint Angie Johnson as a Town of Meeteetse representative for the Meeteetse Community Facilities Joint Powers Board, seconded by Councilman Kingston.  All voted aye, motion carried.

Councilman Fech made a motion to approve the Meeteetse Roping Club Rodeo Grounds Use Agreement including waiving the use fee, Schedule of Use as follows: May 1, 2011- October 1, 2011 M,W, F – 5:00-10:00 pm, & Saturday & Sunday, seconded Councilman Yockey.  All voted aye, motion carried.

 

MOTION 01:04:12:14

Councilman Yockey made a motion to approve the Meeteetse Roping Club’s request for pasture for the roping steers, seconded Councilman Smith.  All voted aye, motion carried.

 

MOTION 01:04:12:15

Councilman Fech made a motion to  adopt the 2012 Flexshare Benefit Plan Agreement, seconded by Councilman Kingston.  All voted aye, motion carried.

 

The Mayor and Council discussed the 1 % Optional Tax and Capital Facilities Tax. 

 

What Fest – Music Festival- Councilman Smith suggested that the Town meet with the Marko Ruble to discuss the What Fest.  The Town would like some assurances that this event will be a family event.
